Program Forest needs friends! Each changes which happen in environment, on local or global way - just like air pollution, forest cuttings - cause negative sequence. Many of plants and animals species gone in invisible way, slow, even unregistered for human. Nature needs friends. Forest need them in special way. Forests area is still decreasing, they are litter, and human demands to nature are still increasing. We can think, what so important - from society point of view - is in forests, that so often we spoke about it but we don't fight about it? Why they are so important? Wood belongs to nature products, which have they own unrepeated charm and beauty. Practically there is no better material and human didn't invent anything equally beauty, equally plastic, equally sustained, and equally lovely as wood. Because of that as a product of forest it is one of elements which is very important, which can be transformed from money point of view. But much more important matter is what forest brings in their non production value. We are saying that forest protect human against nature disasters. If there was no forest the water flow would be much quicker. It is forest by he's microclimate, he's rough, stops the wind and isolation, stops water in long time range. Role of forest in correct water management of our country in which there is lack of the clean water, and prognosis on next century forecast that it will decrease, it is a matter of great concern. It is why in State Forest of our country, on seven millions forest hectares over one million is a water protection forest, which lay on watershed, near rivers, around lakes or ponds. There are guarantee that there is increase in cleanness of water which pas through trench, liquid or rivers. Many of the research indicate that if near to lake or trench there is forest stand, concentration of phosphate and nitrate compounds is much less then in open set-up. Forests suck in all pollutions supplied by human civilization in painless way, they take it on themselves, absorb and give to atmosphere clean water, cause by transpiration there are actually natural filter. Use of sun energy in rough area, in forest area is number of times more useful then in example in set-up of fallow. Forest, what every one knows, is protection of soil. Human rest in forest in very active way, much more then other places. Why? Because in forest human easily forget all worry's and troubles, cause there is favorable for human air humidity, natural hum of birds and swish of leaves, causing our softness automatically. We are healing there with out medicaments. Top border of forest it is nothing else than reserve, which calming down wind in natural way protect mountain slopes against snow and stones avalanches. Forests in urban surrounding or even inside huge agglomerations give people possibility of everyday recreation, rest and stroll. Calm climate, give pure water, feel of secure, protect against storms, hurricanes, catastrophes or from society point of view there are excellent goods. It's enough to travel at Saturday afternoon to Kabacki forest to meet happy Warsaw citizens who are relaxing on nature filed. Forest in high rate can positively influence on other ecosystems like crop fields. It is found in XIX century when Dezydery Chłapowski introduce middle field stripes in deforested, rural landscape of Wielkopolska, where was notice negative symptoms which were sequence lack of forest. Water, escape of this water, lack of birds, and what fallow threaten from pest side or running winds.
Each of us, beside what he is doing, if he is engineer, farmer, worker or police officer, look on forest with warm and sincerely eye. We should ask what is connected to it? Why is it happen? It is a matter of atavism - some genetic program. It is also connected that forest in he's complexity of forms and structures, in changes of colors, richness of plants and animals species, in sing and silence, in humidity of air is something unrepeated, and very charming. And in this surrounding, so different from Marszałkowska street, Aleje Jerozolimskie or factory stuffiness, we feel simply good.

STATUTE
Part 1
General Agreements
§ 1
Association named Forest Friends Association, farther cooled Association is voluntary, autonomic, stable association people who want to protect value of Polish forests and develop knowledge about them in Poland and abroad.
§ 2
Seat of Association is Capital City Warsaw.
§ 3
Association works base on regulation of Association Law Act (Journal of Laws of 1989, No 20, item 104, as amended) and present statute and from this have personality in law.
§ 4
Association can be member of national and international organizations with similar activities objectives.
§ 5
Association cover with his activities area of Polish Republic. For proper realisation of Association aims it can conduct activities abroad Polish Republic.
§ 6
Period of Association activity is unlimited.
§ 7
Association create regional groups which are field organization units with personality in law and separate budgets.
Part 2
OBJECTIVES AND WAY OF THEIR REALISTAION
§ 8
Objectives of association is:
1) developing and propagation of initiatives and activities for spreading knowledge about forest, and utilization of his velour, ecological and social value.
2) promotion in Poland, United Europe countries and other counties polish forests achievements.
3) preventing of forests devastation;
4) developing of forest tourism.
5) creating of forum to form opinions and exchange of views in subject of chances and threaten for Polish forestry in XXI.
§ 9
Association realise aims by:
1)educational activities like workshops, conferences, competitions, seminars, meetings with school children, exhibitions and excursions.
2) information and medial activities which promote in Poland and abroad, especially in European Countries, achievements of polish forestry.
3) promotion, cooperation and undertaking activities for:
a) forest protection,
b) tourism development and agro tourism;
4) exchange of experience and cooperation with persons and institution according to frames of Association statute objectives;
5) consulting and supporting organization, material and economical, according to frames of Association statute objectives
6) leading of integration activities for Association members by cultural, recreation and sociable activities
§ 10
Association for realization of statute aims can lead economical activities and create individual units in frames accepted by law.
§ 11
Association is based on social work of members, it may employ workers for leading their case, also association members.
Part 3
LAW AND DUTY OF THE MEMBERS
§ 12
1. Usual members can be:
1. Major citizens of Polish Republic and foreigners - also people with out accommodation place on area of Polish Republic
2. underage which are 7-18 years old, with agreement of responsible in law for them people and with out active or passive rights to vote which give the membership declaration.
2. Law persons and national and municipality individuals units can be supporting members.
3. Association General Board can give titles Honor Member of Association.
§ 13
1. Joining to fellowship of usual members is fallowed by resolution of Regional Group Board.
2. Usual members from areas with out any regional group can be introduced by General Board, if possible directing them to proper regional groups.
§ 14
1. Members of Association are obliged:
1) by their activities and position cause increasing role and significance of Association;
2) protect it good name;
3) support and actively realise aims of the Association;
4) obey public law and statement of statute;
5) regularly pay the fee.
2. Member of Association have right to participate in life of Society, in particularly he have active and passive voting right for all levels boards of Association with notice § 12.1 point 2, and also he can:
1) give proposals in all possible objectives and functions of Association;
2) using Association facilities;
3) posses membership card of Association and wear badge of Association;
4) using of technique tools, advise and school training, which Association offer to members;
5) use of other possibilities, which are created by Association.
3. For not compiling to statute regulations or to resolutions of Association, member can be punished by proper Judge of association.
§ 15
1. Legal persons and national or municipal units can be supporting members by will declaration to General Bard which will set proper law act.
2. Form and way of support Association members is agree with General Bard of Association
3. Supporting members use from rights which have usual members which were mention in § 14, point 2 with out active and passive voting right to Association authorities.
4. Supporting members are active in Association by their plenipotentiary.
§ 16
Membership in Association is cancelled after:
1) written resign given to proper Regional Group or General Board;
2) cancel from the list of members by proper Regional Group or General Board because of:
a) being behind with paying the membership fee for more then one year,
b) lost of public rights in judge pronouncement
c) death of member;
3) dismissing by members court pronouncement.
§ 17
1. From the resolution denying access to association and from cancelling from members list you can appeal to General Board.
2. From the resolution denying access to association accepted by General Board in § 13 , point 2, and from cancelling from members list there is possibility to appeal to General Meeting, notification to General Board in less then 21 days before General Meeting. Resolution of General Meeting is ultimate.
Rozdział 4
ASSOCIATION AUTHORITIES
§ 18
Association Authorities are:
1) General Meeting,
2) General Board,
3) General Auditing Commission,
4) General Members Court
§ 19
1. Cadence of all authorities of Association, sections and regional groups stay for four years. Cadence of individual units created during the cadence of Association authority ends with the end of authorities cadence.
2. There is no possibility to be a member more then one authority groups of association and one individual unit at one time. It is not concerning membership in General Meeting of association, section or Regional Group.
3. In case of loosing of mandate of Association member authority or individual unit of Association this authority have right to full it frame in number which doesn't cross 1/3 of frame of members which come from elections.
§ 20
Resolutions of all authorities and individuals units are decide with usual majority of votes with presence of more then half of members/delegates with right to vote, if other signs in statute didn't say something else. In case of identity number of votes in public voting decision have vote of president.
§ 21
1. The highest Association authority is General Meeting which group usual Association members, and after creating regional groups, when number of major members cross 500 persons, from delegates chosen for full cadence.
2. Delegates for first General Meetings are all members-founders of association and members accepted by Founders Committee in time between Founders meeting and first General Meeting.
3. Delegates are chosen by General Meeting of Sections or Regional Groups, if those regional groups are not in Sections. Proportions of number of delegates to number of major members of regional group is set by General Board in way that sum of elected delegates should not cross 100 persons. Members of General Board, Audit Commission and Members Court are also delegates on General Meeting.
4. General Meeting have competences to:
1) decide the activities program of Association;
2) electing the President and other members of General Bard, members of Auditing Commission and
3) looking into and accepting reports from General Board and General Auditing Commission;
4) impart absolutory to stepping off General Board
5) adopting a resolutions for creating new organizations by Association;
6) adopting a resolution with regulations for General Meeting;
7) investigate appeals from resolution of General Board bring on by Association members;
8) investigate appeals from resolution of
9) investigate complains of Association members on General Board activities;
10) making changes in Statute;
11) adopting a resolution about dismissing of Association;
12) raising decisions in cases not forbidden to competences of other Association authorities and Association individual organizations.
5. General Meeting is calling by General Board of Association at least once per year. Furthermore Board of Association calls General Meeting based on written motivated application at least half of delegates on General Meeting. General Board inform about time, place and proposition of meeting of General Meeting all members in effective way at least 14 days before time of meeting.
6. General Meeting can effectively proceed in first time with presence on at least half of delegates with right to vote. In second time which can be set not earlier then one hour after this same day, General Meeting can effectively proceed with out necessary number of delegates.
7. Changes in statute, calling off President, members of General Board, General Auditing Commission,
8. In General Meeting can participate with advice voice supporting members, honorable members and invited guests, and if General Meeting of Members is changed in to General Meeting of delegates also usual Association members.
§ 22
1. General Board is assemble from 7 to 11 members, elected by general Meeting.
2. General Board on first meeting elect from it Vice-president, Treasurer and Secretary.
3. To references of General Board is to:
1) realisation of resolutions from General Meeting;
2) leading of daily work of association;
3) preparing of year budget of Association and accepting budgets from Association individual units;
4) preparing of rapports from association activity and accepting of rapports from association individual organisations;
5) introducing new Association members;
6) setting the finance instruction, amount of members fee and way of distribution between Association and it field individual organizations;
7) creating and dismissing regional groups and sections;
8) preparing of electoral law in elections to all Association authorities, sections and regional groups;
9) accepting of instructions and regulations of all association units;
10) resolutions annulations of local authorities from individual units which are against law or statute or General Meeting resolutions;
11) starting liquidation procedures of sections and marking the receiver of sections;
12) leading finance-bookkeeping documents of Association;
13) summon of General Meeting.
4. President, Vice-president, General Secretary, Treasurer are Presidium of General Board.
5. Meetings of General Board Presidium take place when needed, but not more seldom then one in month.
6. President or vice-president of General Board represent Association outside.
§ 23
1. Main Auditing Commission assemble from 3 to 5 members elected by General Meeting.
2. Main Auditing Commission on first meeting after elections choose from it self president and vice-president.
3. To references of General Auditing commission is to :
1) audit running Works of Association at least once per year;
2) preparing applications in term of absolutory on General Meeting;
3) auditing of Association individual units;
4) reporting to General Board notice and proposals in term of Association activities;
5) presenting proposition to summing General Meeting;
6) choose of unit which will check Association finance rapport according with accounting law.
§ 24
1. General Members Court assemble from 3 to 5 members elected by General Meeting.
2. General Members Court on first after elections meeting choose from it self president and vice-president.
3. General Members Court investigate in first instance cases:
1) introduced by Association General Board;
2) introduced by authorities of Association individual units against members of Association authorities;
3) introduced against Association members not organized in regional groups.
4. General Members Court investigate appeals from Regional Groups Members Court judgment.
5. .General Members Court summon base on written motion of side and start investigation not later then in 1 month. Court close investigation with editing judgment, which is given to all members
6. General Members Court can administrate fallowing punishment:
1) reminder,
2) rebuke,
3) suspending in members rights for one year,
4) dismissing from Association.
7. Pronouncement of the Verdict of General Members Court is by absolute majority of votes with presence at least half of Court Members.

Part 5
Field Organizations Units
§ 25
1. Field Organizations Units of Association are sections and regional groups.
2. In frames of regional groups can be created school groups.
§ 26
1. Association Sections are created and dismissed by General Board, which describe their Office and area of activities and lost are regional groups which are member of section.
2. Registry of sections is leaded by General Board. Resolution of creating a section is equal to writing in registry and it is start with day of getting personality in law by section.
3. Decision to unregistered section is equal to liquidation of sections taken by General Board.
4. General Board by crossing of the register the section starts procedure of liquidation and set liquidator, which after filling all duties which this section have, pass all heritage after this section to General Board.
§ 27
1. Authorities of Section are:
1) General Meeting of Section,
2) Board of Section,
3) Auditing Commission of Section.
§ 28
1. Delegates for General Meeting of Section are elected for full cadency by General Meeting of Regional Groups which are members of section. Proportions of number of delegates to number of major Association members in sections are established by General Board separately for each section in way that sum of delegates for General Meeting of section was not higher then 100 persons. Members of Section Board and Auditing Commission are also delegates for Section General Meeting.
2. To references of Section General Meeting is to:
1. setting aims of section activities, which are correct with acts of Association;
2. electing of Chairman and other Section Board and Auditing Commission members;
3. electing the delegates for Association General Meeting;
4. view in to and acceptation reports from Section Board and Section Auditing Commission;
5. giving the absolutory for retire Section Board.
3. Section general Meeting is summing by section Board. Section General Meeting can be summing by Association General Board from his own initiative, on written motion not less then half of regional groups which are in this section or on written motion of Section Auditing Commission.
4. Section General Meeting can effectively council in first time in presence of more then half of delegates with rights to vote. In second time, which can be sated not earlier then one hour after at the same day, Section General Meeting can effectively council with out necessary number of members.
§ 29
1. Section Board is assemble from 5 to 9 members elected by Section General Meeting
2. Section Board in first after election session elect from it board Vice-chairman, Treasurer, Section Secretary.
3. To references of Section Board is to:
1. realisation of Section General Meeting and association authority resolutions,
2. administration of daily work of Association on section area,
3. preparing of Budged project for year with motivation,
4. preparing the rapports from section activities
5. leading finance-bookkeeping of section,
6. summing the Section General Meeting
4. Council of Section Board is called by Chairman of Section Board or in his substitution Vice-chairman, at least once per quarter.
5. Chairman of Section Board represent Association section outside.
§ 30
1. Section Auditing Commission assemble 3 members.
2. Section Auditing Commission in first place after election choose from it president and Vice-chairman.
3. To references of Section Auditing Commission is to:
1. audit section activities from compatibility with law act, statute and Association authorities acts at least once per year,
2. to notify to Section Board notice and results about section activities,
3. demit proposals for absolutory for retire Section Board.
§ 31
1. Regional Groups are created on cities and municipalities area, and also schools, universities, science-research institutions, forest districts of State Forests, National Parks, offices and other organization units. Regional Group does not have personality at law.
2. Regional Group is created by General Board for proposal more then 20 usual members of Association or their own initiative
§ 32
1. In frames of regional groups, school groups can be created. School groups are created by schools and education places.
2. School group is created by Board of proper regional group
3. School group should count minimum 5 members.
§ 33
2. Regional Group authorities are:
1) General Meeting of Regional Group,
2) Board of Regional Group,
3) Members Court of Regional Group.
§ 34
1. General Meeting of Regional Group is assemble from every major usual member of regional group.
2. To references of General Meeting of Regional Group is to:
1) electing the Chairman and other members of Regional Group and Members Court of Regional Group;
2) electing delegates for Section General Meeting;
3) investigation and acceptance of rapports of Regional Group Board
4) decisions in matter not restricted for other association authorities and proper section authorities.
3. Regional Group General Meeting is summing by General Board at least once per year or based on written motion more then 1 / 4 of regional group members. First after creating regional group General Meeting of Regional group is summing General Board.
§ 35
1. Regional Group Board is assemble from 5 to 7 members.
2. Board of Regional Group on first meeting after elections elect Vice-chairman, Treasurer and Secretary.
3. To references of Regional group Board is to:
1) realisation of resolutions from Regional Group General Meeting, proper section authorities and Association authorities;
2) leading activities of regional group
3) preparing of rapports from regional groups activities;
4) introduction of usual members of Association;
5) creating and dismissing school groups;
6) managing of association treasure in frames of full powers given from general Board or proper Section Board
7) Summing Regional Group General Meeting.
4. Meeting of Regional Group Board is summed by Chairman of Board in Regional Group or in his substitution by Vice-chairman at least once per term.
5. Chairman of Regional Group represent Association regional group out side.
§ 36
1. Regional Group Members Court investigate cases motion by Association members and Association individual units authorities against Association members which belongs to this regional groups.
2. Regional Group Members Court is assemble from 3 members.

Part 6
FINANCE AND ASSOCIATION
§ 37
1. Association treasure and his individual units which have personality at law is created from members fee, donations, heritages, registrations, and income from economic activities and public sacrifice.
2. Funds and Association treasure manage General Board.
3. Funds and treasure of Association individual units which have personality in law manage Board of this unit.
4. Authority to enter in to economic engagement of Association have President of General Board with Treasurer together or Vice-president of General Board with Treasurer together or two other members of General Board together with Treasurer.
5. Authority to enter in to economic engagement of individual unit have Board Chairman of this unit together with Treasurer or Vice-chairman of this unit together with Treasurer or two other members of Board of this unit together with Treasure.
§ 38
General Board and Association individual units which have personality in law are not response for debt and engagements of other Association individual units which have personality in law.
§ 39
1. Year Budged of Association individual unit with personality in law is pass by it Board and accepted by general Board.
2. Year rapport, included in particularly preparing of budged of Association individual unit with personality in law, is accepted by the Board and accepted by General Board on motion of Auditing Commission of this unit.
§ 40
All finance documentation of field Association individual unit is reachable for proper auditing commissions of all levels of association and for General Board.
Part 7
FINAL AGREEMENTS
§ 41
1. Association dismiss it self base on act of General Meeting or in other cases set in law acts.
2. General Meeting vote act to dismiss Association describe way of liquidation and destination of Association Treasure
